Tower Hill Memorial does not contain any burials. It instead lists the names of men and women of the Merchant Navy and Fishing Fleets who died in both World Wars and who have no known grave. It stands on the south side of the garden of Trinity Square, London, close to The Tower of London.

Most of these people died as a result of German submarine attacks, and have no known grave other than the sea.

Tower Hill Memorial originally contained the names of 12,000 sailors who died in World War I, unveiled to the public on 12 December 1928. It was then expanded to include the names of 24,000 casualties of World War II, unveiled to the public on 5 November 1955.

Not all Merchant Seamen who died during wartime, and have no known grave, are commemorated here.
